debian mirror is invalid for another 11h

When build a image from Dockerfile in a VM, there some error below:

 http://security.debian.org/debian-security buster/updates/InRelease is not valid yet (invalid for another 11h 9m )
 ...
  RUN clean-install  diffutils dumb-init' returned a non-zero code: 100

I try to add “apt-get update” to update local cache, but still the same.

When use ‘date’ to check my local time, it is EDT time.

After update localtime to Shanghai, the promblem is fixed.
